【求助】这是软条款吗？

1、demurrage of containers should be not less than 21 days from date of discharge at Alexandria port free of charges.请问这是什么意思？是软条款吗？能否做到？

2、commercial invoices be legalized by the Egyptian Embassy in China.发票上面还要使馆认证吗？要多少钱？时间？

3、certificate of origin legalized by the A.R.E.Representation in the country of the exporters.请问A.R.E.是什么意思？

请高手帮帮忙，不胜感激！
